migrate to kratos v3 with slog logging

- bump go-kratos to v3.0.0 (from v2.9.2)
- swap the kratos log types to stdlib slog
- rework LogTraceID to suit the v3 context hooks; it now takes a name param
- the public method now accepts a stdlib slog value
- bump grpc and genproto deps
- align CI workflow with template: checkout v7, upload-artifact v7, action-gh-release v3
- update README examples to v3 logging
