upgrade to kratos v3.0.0 with deps and template

- bump go-kratos to v3.0.0 (from v2.9.2)
- bump zap to v1.28.0
- update generated pb.go to import kratos/v3/errors (api stays compatible)
- align CI workflow with template: upload-artifact v7,
  action-gh-release v3, checkout v7
- sync README code examples from v2 to v3
