* test(chacha): re-source facade fixtures from openssl + commit capture harness

Replace the parked Python `tls_fixture` generator's ChaCha20-Poly1305 handshake
fixtures with ones captured from a local `openssl s_server`, dropping the
out-of-tree dependency. Add `gen_chacha_fixtures.rs` — an `#[ignore]`d,
self-documenting harness that drives a seed-0 client over a byte-recording
transport and rewrites `testdata/packets_chacha/`; `canned_handshake_chacha.rs`
replays them unchanged. openssl fragments the flight into four records, so the
footprint `SERVER_FLIGHT` const grows to 584 B.
