Add inline image generator and format prefix completion for image arguments

Previously image inputs/outputs only completed plain file paths. Now
`ActionInlineImages()` completes built-in generators (xc:, gradient:,
plasma:, etc.) and `ActionFormatPrefixedFiles()` completes the
format:filename syntax (e.g. png:output.png) using ActionMultiParts.
Image inputs get both; image outputs get format-prefixed files only.

Resolves the last two open questions from the implementation plan.
