fix: automate dependency updates and align runtime pin (#70)

## Summary

- replace routine Dependabot version updates with Renovate-managed
updates
- add a custom Renovate manager for Home Assistant `manifest.json`
runtime requirements
- automatically merge non-major vulnerability, CI, development, and
runtime dependency updates only after green checks
- keep `python-socketio` runtime and development pins grouped
- align the shipped `python-socketio` requirement from 5.16.1 to 5.16.2
- add a CI gate that rejects mismatches between manifest runtime pins
and development pins
- add Release Please for semantic versioning, changelog updates, version
tags, and GitHub releases
- retain the existing tag-based release validation and publication
workflow
- accept both legacy and Release Please changelog formats
- automatically merge patch release PRs; minor and major releases remain
manual

## Release behavior

This PR is a runtime dependency fix. After merge, Release Please will
prepare a patch release PR for 0.9.12. Once that release PR passes all
checks and is merged, the existing tag workflow publishes the
GitHub/HACS release.

## Required before merge

- install/enable the Renovate GitHub App for this repository
- add repository secret `RELEASE_PLEASE_TOKEN` using a fine-grained
token with repository Contents, Pull requests, and Issues write access
- ensure the existing quality/security workflows plus `Runtime
Dependency Consistency` are required before merging

This is intentionally opened as a draft until the repository settings
are in place.
