fix(deps): restore lockfile consistency on main (#78)

## Summary

- restore the three transitive versions required by Home Assistant
2026.6.4 in `requirements.txt`
- stop Dependabot from independently updating the generated Python
lockfile
- leave GitHub Actions updates enabled
- keep Renovate as the intended Python dependency manager introduced by
#70

## Root cause

Dependabot updated transitive dependencies directly in
`requirements.txt` without changing `requirements-dev.txt`. Home
Assistant 2026.6.4 still pins:

- `sqlalchemy==2.0.49`
- `voluptuous-openapi==0.3.0`
- `zeroconf==0.149.16`

The lockfile consistency workflow therefore correctly rejects every PR
based on the broken `main` lockfile.

## Follow-up

After this PR is merged, update the open PR branches from `main`. Their
inherited `check-lockfile` failure should disappear; dependency-changing
PRs must still regenerate `requirements.txt` normally.
