perf(test): tighten eventual-consistency waits to speed up cassette re-recording (#395) (#397)

Replace the flat `time.sleep(1)` polls after creating a database/page with a
short initial interval and exponential backoff (0.2s -> ... capped at 2s), so
the common case where Notion's search index is already consistent returns fast
while the cap keeps slow cases bounded.

Apply the same backoff to `assert_eventually` in conftest, starting at 0.2s
(capped at 3s) instead of a flat 3s between retries.
