add Cardano address and transaction support

Shelley-era addresses (enterprise/base/reward, mainnet+testnet) using
blake2b-224 credentials and a self-contained Bech32 codec (the shared
bech32m package enforces BIP-173's 90-char limit, which Cardano base
addresses exceed). Wired into Formats, Out.Address/Out.Hash,
FormatsPerNetwork, plus ParseCardanoAddress and constructor helpers.

CardanoTx builds and signs Conway/Shelley CBOR transactions: body with
inputs, outputs (ADA + native assets), fee and optional TTL, Ed25519
vkey witnesses, with blake2b-256 of the body as txid/signing digest.

Verified against CIP-19 address vectors and a real mainnet transaction
(txid == blake2b-256 of body), plus sign/verify and round-trip tests.
