feat: add lhvC L-HEVC configuration box

Add LhvCBox for the L-HEVC configuration box (lhvC, ISO/IEC 14496-15
Ed. 7 Sec. 9.5.3.1). It wraps the L-HEVC decoder configuration record
(added previously to the hevc package) and carries the enhancement-layer
parameter sets of a layered HEVC (MV-HEVC/SHVC) stream. The box appears as
a child of the visual sample entry alongside hvcC.

Includes a CreateLhvCFromNalus constructor, registration in the box
decoder tables, and a VisualSampleEntryBox.LhvC child reference. Tested
with a round-trip and a real GPAC MV-HEVC lhvC payload.
