fix: handle undefined outsideClickEvent in NgDropdownPanelComponent and NgSelectComponent (#2819)

* fix: update Angular dependencies and ESLint configuration

- Added '@angular-eslint/prefer-on-push-component-change-detection' rule to ESLint configuration.
- Updated Angular dependencies in package.json and pnpm-lock.yaml to the latest compatible versions, including '@angular/core', '@angular/common', and others to 22.0.4.
- Adjusted pnpm-workspace.yaml to allow builds for additional packages and updated minimum release age exclusions for Angular packages.
- Refactored cursor rules documentation for clarity and removed deprecated rules.

These changes enhance the project's compatibility with Angular 22 and improve code quality through updated linting rules.

* fix: handle undefined outsideClickEvent in NgDropdownPanelComponent and NgSelectComponent

- Updated the outsideClickEvent handling in NgDropdownPanelComponent to default to 'click' when undefined.
- Adjusted NgSelectComponent to ensure consistent behavior by applying the same default for outsideClickEvent.
- Added a test case to verify dropdown closure on outside clicks when NgSelectConfig is provided as a partial object without outsideClickEvent.

These changes improve the robustness of the dropdown component's interaction with outside clicks.
