ci: consolidate forbidden-pattern lint; enforce B1-241 (no buffered http send) + B1-263 (public-header leaks) (#563)

- unified check_lint.sh migrating state-topic guard from deleted check_state_topic_post.sh
- deprecated-http-send guard catches bb_http_resp_send_json/send_err/send( anchored with (
- gate-aware public-header leak check (awk; 6 esp_platform-gated headers pass, ek79007 allowlisted)
- public-requires watchlist with permanent (ek79007/lvgl) + temporary (ssd1306/emc2101/tps546, B1-42/B1-344) allowlist
- self-test in check_lint_test.sh with both-direction fixtures including allowlist pair coverage
- wired into make check + CI (check-test before check in workflow)
