Upgrade Dockerfile base images to JDK 21

Update Dockerfile to use OpenJDK 21: switch build image from maven:3.8.5-openjdk-17 to maven:3.8.5-openjdk-21, update commented tomcat reference to jdk21, and change final base image from tomcat:10.1.17-jdk17 to tomcat:10.1.17-jdk21. This moves the project to JDK 21 for build and runtime to pick up newer language/runtime features, fixes, and security updates.
