* chore: bump python keymaster to 0.6.0 to sync with TS packages

Aligns archon-keymaster (PyPI) with the v0.10.0 TS package versions and
gives the PyPI publish workflow a fresh, unpublished version to upload
(0.4.11 already existed on TestPyPI).
