feat: add oinf and linf sample group entries for layered HEVC

Add OinfSampleGroupEntry for the Operating Points Information sample group
(oinf, ISO/IEC 14496-15 Ed. 7 Sec. 9.6.2) and LinfSampleGroupEntry for the
Layer Information sample group (linf, Sec. 4.15), used by layered HEVC
(MV-HEVC/SHVC) to describe operating points, per-layer profile/tier/levels,
output layer sets, layer dependencies and per-layer temporal-id ranges.

Both are registered as sample group entry decoders and round-trip through an
SgpdBox. The linf entry keeps irap_gdr_pics_in_layer_only_flag and
completeness_flag as real fields (Sec. 4.15) so it round-trips for any layered
codec; for L-HEVC they are required to be 0 (Sec. 9.6.3).
