Update ML_report notebook to the current API so it runs on Binder

The notebook used the removed DualSVC/DualSVR classes and the renamed
OneHotEncoder(sparse=) argument, which would break on Binder. Migrate to:
- SVC(loss=hinge, dual=True, reg_intercept=True, ...) for the box-constrained
  (ProjectedGradient/InteriorPoint/ActiveSet) dual classifiers
- SVR(loss=epsilon_insensitive, dual=True, optimizer='smo') for the regression grid
- OneHotEncoder(sparse_output=False)
and add the corresponding hinge / epsilon_insensitive imports. Verified the
imports resolve and the migrated estimators fit.
