Fix run-together docstring field lists and surface algorithm mechanics

- add the missing blank line before the :param/:return field lists that were
  rendering run-together on the docs site (Quadratic and base function/jacobian/
  hessian, the Rosenbrock/Ackley/Six-Hump-Camel functions), fix the "the the"
  typo and the stale iter_mini_batches docstring
- surface the numerical description of each box-constrained method into its class
  docstring (rendered on the site): the Active Set closed-form restricted
  subproblem solution, the Projected Gradient and Frank-Wolfe exact step sizes
  and the Frank-Wolfe linearized vertex / lower bound (Interior Point already had
  its KKT system)
