feat: add yoker plugin support

Add yoker>=0.5.0 as a required dependency and integrate pkgq as a yoker plugin:

- Create plugin.py module with yoker plugin manifest
- Move skills into package for plugin distribution (src/pkgq/skills/)
- Add symlink from root skills/ to src/pkgq/skills/ for local development
- Add plugin integration tests (100% coverage for plugin.py)
- Update documentation (README, PACKAGE.md, HISTORY.md)
- Bump version to 0.2.0

Breaking changes:
- Skills moved from root 'skills/' to 'src/pkgq/skills/'
- Root 'skills' is now a symlink for local development
