TSV-file-driven batch upload (GSI-2443) (#144)

* Make initial changes for batch upload with tsv file

* Fix redundant messaging, split out the retry constant, add backoff for retries

* Remove unused placeholder in the tests' mock api module

* Make a doc string concise

* Add a way to abbreviate long aliases/paths in output if desired

* Don't elide path names

* Log "All retries exhausted."

* Document file path behavior
