feat: add debug logging to SpectrumXRailPoolConfigHostFlowsReconciler

Add V(1) debug logs to all methods, including entry/exit points, key
decisions, and generated CRD objects. All loggers use log.FromContext(ctx);
generate* methods receive ctx as a new first parameter to enable this.
