feat: fleet logs — device log retrieval + reusable SSE reader (#576)

* feat: reusable SSE log reader (fleetlib.sse)

- SSEUnavailable exception for occupied/unreachable log sink
- stream_lines(): yields data: payload lines from chunked SSE stream
- tail_lines(): bounded collect (max_lines + max_seconds) for TA-447 anomaly log-tail
- unit tests: fake stream, chunk-boundary splits, both bounds, SSEUnavailable mock

* feat: fleet logs (device log retrieval)

- fleet logs <host(s)>: tail device kernel log via GET /api/logs SSE
- --follow/-f: stream until Ctrl-C (clean exit)
- --duration / --lines: bound capture; default 50 lines or 10s
- --out PATH: tee captured lines to file
- multi-host: concurrent threads, per-host prefix, color on TTY
- SSEUnavailable -> clear stderr message + nonzero exit (per TA-264/TA-265)
- unit tests: mock reader, all flag combos, occupied-sink nonzero exit
- README: logs section, flags, examples, one-consumer caveat
