test: validate plugin agent definitions + reviewer defect-zoo fixture (#16)

add agents_test.go: frontmatter/model/tools checks and a generic-leak guard
(no bb_/CONFIG_BB/taipan/mining/asic/breadboard) over plugin/agents/*.md, run
in existing CI via go test. add test/agent-fixtures/defect-zoo/ as a manual
behavioral fixture for firmware-reviewer with one planted defect per audit class.
