rsa_verify: fold the two verify methods into one macro (#66)

verify_pkcs1v15_sha256 and verify_pss_sha256 had identical U1024/U2048
dispatch differing only in the cached VkPair field and the signature
wrapper. A macro_rules! (not a generic fn) keeps the expansion
token-identical to the hand-written form, so codegen is unchanged — this
file is the thumbv7m Bug-2 trigger zone and a fresh monomorphization
could re-trip the -Oz miscompile. M3 RSA .text is byte-identical (62052)
and still ACCEPTs.
