feat: fleet wrapper with on-demand bootstrap (#572)

* feat: fleet wrapper with on-demand venv bootstrap

- add scripts/test/fleet bash wrapper that auto-creates .venv and
  installs requirements.txt on first run
- idempotent: tracks requirements.txt checksum in .venv/.requirements.sha;
  re-installs only when deps change, skips on normal runs
- all bootstrap chatter goes to stderr; stdout stays clean for harness output
- update README with ./fleet quick-start as primary invocation
- update Makefile run-targets to delegate to ./fleet
