fix(sdkconfig): restore MBEDTLS_SSL_IN_CONTENT_LEN to 16384 (B1-301's 4096 broke the GitHub TLS handshake) (#570)

HW-validated (4096 → 9× handshake -0x7200, 0% download; 16384 → clean
single handshake + full boot-mode OTA on wroom32 .81); B1-301's
no-PSRAM runtime-pull heap reduction is obviated by the boot-mode
conversion (no-PSRAM TLS now at boot) and bitaxe use PSRAM, so the
global default is restored; covers all boards in one place.

Note the runtime check_on_apply OOM on boot-mode boards remains a
separate follow-up (boot-mode boards should never attempt a runtime TLS
check).
