Filter the headless evaluator to named projects and refresh the workspace on startup (#672)

* Add a project-name filter and startup workspace refresh to the headless evaluator

- `edu.cuny.hunter.hybridize.eval.projects` (comma-separated) restricts the headless run to a subset of the open Python projects; unset evaluates all (unchanged default).
- Refresh the workspace on startup so the evaluator reflects the subjects' current on-disk state after a branch checkout, instead of a stale cached resource tree.

Closes #671.

* Forward and document the project-name filter in the headless run script

PROJECTS (comma-separated project names) is forwarded as
edu.cuny.hunter.hybridize.eval.projects, restricting the headless run to a
subset; unset evaluates all open Python projects.
