[Backport] CA-417915: stunnel proxy process is not reaped during stop (#7141)

The stunnel proxy process needs to be waited/reaped when 'use_daemon' is
false. When it is false, vfork is used when a process creates stunnel
processes. Hence the process is the parent of them. The process needs to
wait for the stunnel processes after they are killed. Otherwise, these
stunnel processes would become zombie.

The value of 'use_daemon' is determined by the existence of file
"/etc/xensource/forkexec-uses-daemon".
