feat(release): add PyPI attestation via trusted publishing (#386)

Switches to OIDC trusted publishing and enables PEP 740 attestations
via pypa/gh-action-pypi-publish. Requires id-token: write for OIDC
and attestations: write to store attestations on GitHub.

PyPI trusted publisher must be configured on the package settings page
before the token-based auth can be fully removed.
