ci(npm-publish): run README refresh after pnpm version (#321)

Fixes ERR_PNPM_UNCLEAN_WORKING_TREE in the publish job. `pnpm version`
aborts on a dirty working tree, but the standalone "Refresh README
ecosystem block" step ran before it and modified README.md, so the bump
failed (run 28193907087).

Move the refresh into the Bump version step, after `pnpm version` mutates
package.json and before the commit, so the tree is clean when pnpm runs
and both package.json + README.md land in the same signed commit.
