Fix SPA actualstate node discovery pagination (#1183)

* Fix SPA actualstate node discovery pagination

Make broad initial actualstate discovery follow Azure Table continuation
tokens to completion so live nodes on later pages are not omitted from
the dashboard or desired-state node dropdown.

Keep the later watermark-based delta refresh on its prior bounded
behavior, and add JS coverage for complete cold-session hydration,
later-page node discovery, scoped delta behavior, and repeated-token
rejection.

* Honor maxPages in complete table pagination

Honor a caller-supplied maxPages bound even when complete pagination is
requested, while keeping the default complete-discovery behavior
unbounded for the cold-session actualstate hydration path.

Add JS coverage for the complete-pagination maxPages override.
