Libappo1 118 wire asset builds into ci and (#447)

* Wire asset builds into CI and Capistrano deploy (LIBAPPO1-118)

Production deploy sources check_node.sh and runs full assets:precompile;
SKIP_JS_BUILD is test-only so CI keeps verifying the committed JS bundle.
