fix: revert is_within_tolerance change per mentor feedback

NaN and Inf values are invalid on both the FC and in param files.
They are rejected at load time by _validate_parameter before they
can ever reach is_within_tolerance, so no special handling is needed
in that function.

Add a regression test documenting NaN comparison behaviour.
