test: drop the CLI-against-docker didcomm e2e; rely on the isolated in-process job

Standing up Drawbridge in CI for a CLI test drags an entangled dependency graph
(drawbridge-init image manifest-unknown, cln-mainnet-node pulled) — disproportionate
to the value. The isolated in-process e2e (Part 1) already runs all 7 scenarios
(send/receive + Forward/credential/coordinate-mediation/forged-fetch) reliably in CI,
out of the unit run, with no band-aid — which is #644's actual goal. Revert the CLI
test + its CI-infra changes (start-node-ci, generate_test_env.sh, didcomm.yml,
docker-build-test log capture); keep the isolated job and the fetch-socks root devDep
it needs.
