fix: add fetch-socks to root devDeps for the in-process DIDComm e2e

The isolated e2e imports the didcomm service source (createApp), which imports
fetch-socks (Phase 8 Tor egress). services/didcomm/server isn't a root workspace
(workspaces = packages/*), so its deps aren't installed at the root where jest
resolves — `npm ci` in CI lacked fetch-socks and the suite failed to load
("Cannot find module 'fetch-socks'"). It only passed locally because the dep was
installed in the service's own node_modules. Add it to root devDependencies.
