Refine kiosk refresh and title behavior (#1181)

* Refine kiosk refresh and title behavior

Set kiosk background refresh to 15 minutes and keep successful background refresh silent.
Use one environment-scoped telemetry refresh/cache plan across dashboards with incremental updates.
Keep the active dashboard title visible in the kiosk header and extend the kiosk tests.
