fix: portable capability-fetch timeout + JS/Python parity (PR review)

Address Copilot review on #648:
- keymaster.ts: replace AbortSignal.timeout(5000) with AbortController +
  setTimeout (cleared in finally). AbortSignal.timeout is missing in some
  browser/WebView runtimes this package targets; there the preflight would have
  silently degraded capability gating to the permissive path. The cleared timer
  also avoids leaving a pending timeout that could keep the event loop alive.
- core.py: capability fetch timeout 10s -> 5s, matching the JS client and the
  documented fail-fast behavior.
