[TASK] Split `UriBuilder' mock in `EventRegistrationControllerTest` (#5214)

This allows us to avoid more of the deprecated `onConsecutive`
calls in the tests.

That it's necessary to do this points toward that the
`UriBuilder` should not be mutable, but instead return
modified clones of itself.

Also, this mock fest is a loud sign that we should test this
controller using functional tests instead of unit tests.
