Ensure Export items are always in a canonical order

**ISSUE**
We want to ensure that we can detect and deduplicate identical Export
requests so that we don't unintentionally rebuild existing bags.

**RESOLUTION**
As a first step, we are normalizing the `#items` attribute so that
we can always assume the list of items for any `Export` is
deduplicated and sorted.
