pre-commit: replace archived dnephin hook with golangci-lint

dnephin/pre-commit-golang is archived (last push 2023). Switch to the
maintained golangci/golangci-lint hook, which supersedes the old go-fmt,
go-vet, go-build and go-mod-tidy hooks.
