docs(api): clarify group-census publish auth requirements in swagger

The POST /census/{id}/group/{groupid}/publish swagger described both
authFields and twoFaFields as merely "Optional", with no mention that at
least one is required: the handler rejects a body with both empty
(ErrCensusTypeNotFound, 404), and supplying only authFields is sufficient
to publish an auth-only CSP census. Integrators reading the swagger could
not tell either fact.

Update the PublishCensusGroupRequest field docs and the handler's swag
annotations (description + 404) to state the "at least one of authFields
or twoFaFields" rule and the auth-only vs OTP distinction. Regenerated
docs/swagger.yaml. Docs only; no behavior change.
