CA-417915: stunnel proxy process is not reaped during stop (#7140)

The stunnel proxy process needs to be waited/reaped. But unlike other
stunnel client process, this stunnel proxy is started in inetd mode.
Closing the pipe will not cause it terminated. So the process needs to
be killed firstly so that the following wait will not be blocked.
