ci: pin Node 24.15.0 on Windows (libuv crash workaround)

Node 24.16.0+ triggers an assertion failure in libuv's
Windows fs-event watcher (src\win\fs-event.c line 72).
This is a known upstream bug:
- nodejs/node#63638
- libuv/libuv#5010

Pin to 24.15.0 on Windows until the fix lands. Linux
builds keep 24.x (unaffected).
