docs: add SHACL alignment plan (templates ↔ SHACL)

New design doc docs/shacl-alignment.md proposing two complementary,
independently shippable pieces of work:

- Part A (#508): adopt SHACL constraint/form-hint vocabulary (sh:/dash:)
  inside templates, keeping a thin nt: namespace for the generative and
  nanopub-specific concepts SHACL does not model.
- Part B (#509): export SHACL shapes from templates for external
  validation, scoped as a lossy projection over a well-defined subset.

Also adds the index row in docs/README.md.
