* Tweaking Scheduling docs

- Remove some details about Transactions, as there is more nuance there
  that is best explained in the full documentation page.

- Clarify Timezone resolution; it no longer _requires_ being set on
  Schedule.actor (although that is still our recommendation).

* Use valid UUIDs for `fullUrl` entries

In the FHIR Router's batch processing pathway, it defines a
[localBundleReference regex](https://github.com/medplum/medplum/blob/v5.1.21/packages/fhir-router/src/batch.ts#L31)
that is used to match these `fullUrl` values. It expects that these are
lowercase UUID strings, and fails to link resources if they do not match
this.

This makes these examples a little less obvious, but it avoids giving
the misleading viewpoint that these URLs can be arbitrary strings.
