ci: add size-limit bundle guard (#92)

Guards the "zero-dep, tiny" selling point against accidental bloat. Generous
canary ceilings (well above current): bus-only `createPubSub` 1.5 kB (now ~0.6 kB),
full hooks+bus entry 3 kB (now ~1.4 kB, React external). Runs in CI on the
React 19 cell via `pnpm size` (`.size-limit.json`).

devDeps: size-limit + @size-limit/preset-small-lib.
