Set admin: true on test project membership so the admin bot creation
endpoint allows access. Add missing JSDoc @param and @returns tags
to createTestBot helper.

* Handle undefined bot.meta.project safely instead of type casting

Remove unsafe `as string` cast on bot.meta?.project. If project is
undefined, emit the warning directly rather than passing undefined
to findProjectMembership which would cause a false positive.
