* chore: remove the throwaway DIDComm Phase 0 spike

spike/didcomm-phase0 was the Phase 0 interop oracle (a didcomm-node round-trip
harness), always intended to be removed before release. It's a manual dev tool —
not a workspace, not referenced by any test or CI workflow. Interop is now held
permanently by committed cross-language vectors in the cipher/keymaster and
Python test suites (JS-produced envelopes that must decrypt in Python, and
vice-versa), so nothing is lost.

Updates the three design-doc references accordingly.

* ci: fix lockfile-consistency for removed nested packages

The check resolved a nested package's lockfile with `[ -f "$dir/package-lock.json" ]`
(HEAD existence). When a nested package is removed together with its own
lockfile (e.g. spike/didcomm-phase0), that file is gone in HEAD, so the check
fell back to expecting the ROOT package-lock.json to change — a false failure
on a perfectly consistent removal.

Also accept the sibling lockfile if it existed in the base, so a removed
package maps to its own (deleted) lockfile, which is in the diff. Workspace
packages (no per-package lockfile) still fall through to the root lockfile.
