ci: validate package types resolution (attw) + publint (#81)

The dual ESM/CJS build with 6 subpath exports is a classic source of
"types are wrong" / malformed-exports regressions that only surface after
publish. Add automated packaging validation:

- devDeps: @arethetypeswrong/cli + publint (pinned).
- `check:package` script: build, then `attw --pack .` and `publint`.
- CI runs it on every push/PR; the release `before:init` gate runs it too, so
  a broken exports map or types resolution can't be published.

Both pass clean today (all 6 subpaths green across node10/node16-CJS/ESM/bundler).
