chore: remove the throwaway DIDComm Phase 0 spike

spike/didcomm-phase0 was the Phase 0 interop oracle (a didcomm-node round-trip
harness), always intended to be removed before release. It's a manual dev tool —
not a workspace, not referenced by any test or CI workflow. Interop is now held
permanently by committed cross-language vectors in the cipher/keymaster and
Python test suites (JS-produced envelopes that must decrypt in Python, and
vice-versa), so nothing is lost.

Updates the three design-doc references accordingly.
