fix: prepare Teltonika RMS for HACS default submission

## Summary

- updates `codeowners`, documentation, and issue-tracker URLs for the
renamed repository
- removes the incorrect Switzerland-only HACS restriction
- prepares the stable integration release `0.9.11`
- adds release notes for the HACS default-store submission

## Validation

The existing HACS and Hassfest workflow runs without ignored checks on
this pull request, alongside the repository's normal quality gates.
