* fix: restore lib and types defaults for TypeScript 6.0

TypeScript 6.0 narrowed the default `lib` and stopped auto-including
`@types/*` packages globally, breaking the build (flatMap and mocha/node
globals). Pin them explicitly in tsconfig.
